As a motor carrier, FedEx Ground is obligated to at least annually determine whether a driver operating a CMV under its motor carrier authority meets minimum requirements. In addition, service providers agree to ensure that personnel assigned to operate a CMV while providing service meet the “Safety” and “Background” terms set forth in Schedule I (ISPA) / Schedule E (TSPA). To ensure compliance, FedEx Ground’s designee, First Advantage, will timely pull and review the MVR of applicable service provider personnel (see Section 391.25 of the Federal Motor Carrier Safety Regulations [FMSCR]).
The FMCSR also requires all drivers of vehicles 10,001 lbs. or greater to submit the following to the motor carrier at least once every 12 months:
- A list of all violations of motor vehicle traffic laws and ordinances (other than violations involving only parking) of which the driver has been convicted or on account of which has forfeited bond or collateral (see Section 391.27 of the Federal Motor Carrier Safety Regulations [FMCSR]).
As information, Safety Information Guide (“SIG”) acknowledgment is only required by OSHA once every three years (except for newly onboarded personnel), so it will not be included in Annual Review this year.
